The book deals with all overall political and social discipline which can assist in good governance for the country and its people. This adhikarana is one of the most extensive description of the discipline to be cultivated by a Raja. There is explicit mention of various duties of a raja towards his own country, education, vriddhas, learned persons etc. Rules regarding varta and dandaniti (punishments) have been codified.
