Gandhari always had thought of Krishna as a very powerful person with a vast army at His command, containing many of the most powerful warriors on earth. He was also said to be an incarnation of God. Surely nothing was beyond His capabilities. He could have easily prevented the fatricidal war by force, if He had so desired. This made her feel that ultimately the death of her sons, was Krishna's fault. The great sages (rishis) had even said that the destruction of the warriors had been His divine arrangement. So, she accused Krishna of deliberately allowing the slaughter of Pandava and Kaurava forces.
