Book VIII is a treatise on the 'vices and calamities' emerging in a state from various quarters. The king and his kingdom may be facing an overall challenge or the elements of sovereignty may be running risk. The common men (molestation), the army, ally and finances (refusal to pay to the treasury) may aggregate in the form of group obstruction. Such group vices and hindrances have been discussed. A group of obstruction is always more risky and damaging than an individual impediment.
